The Highly Skilled Migrant Scheme is for migrants who come to the Netherlands to be employed, and have a gross annual income of at least Euros 47,565 or Euros 34,881 if age is under thirty.
A job offer is required to qualify for this visa but the employer company need not make a work permit application.
Though a job offer is required, the visa holder can change employer in Netherlands to a job paying the above mentioned minimum salaries.

Highly Skilled Migrants Scheme
Admission Scheme for Highly Educated Migrants
Description:
|
This scheme is for those who have completed a course within the last 3 years at a university listed in the top 150 of either the Times Higher Education Supplement or Jiao Tong Shanghai University rankings in 2007.
In addition, foreign nationals who have completed a Master's degree at a recognised institution for higher education or who have received their Ph.D from a Dutch institution for higher education within the last 3 years also qualify for this scheme.
The holders of this visa can then be eligible for a Highly Skilled Migrant Scheme Visa if they have secured a job within 1 year with a minimum salary of Euros 25,800.
A job offer is not required for this visa.
